The bug is being actively worked on, the Apex suits are NOT intended to be customizable and thus their current state is not working as indented.

The primary disadvantage is that most of them have some utility thrown in, meaning they don't maximize health and damage potential. As mentioned before, the modules are all basic so any non-militia suit tailored to your personal style will always be stronger, assuming the dropsuit ain't militia.
Additionally, some suits like the Amarr Assault currently have been fitted with a range module in preparation of an upcoming balance change. Until said change comes this slot is pretty much wasted, although they should matter after the change hits.
